The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from various governments. Immense energy is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the near future.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its benefit.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
